The Director of Budget, Finance, and Operations will play a critical role in ensuring the financial sustainability, operational efficiency, and regulatory compliance of the HCC. Reporting to the Assistant Vice Chancellor of Health and Wellness, the Director provides executive oversight for:

  • Financial planning, budgeting, and forecasting for an annual budget exceeding $8 million.
  • Operational administration, including billing, procurement, HR coordination, and facility management.
  • Compliance and accreditation, ensuring adherence to HIPAA, Medicaid, and institutional standards.
  • Strategic partnerships with university leadership and external vendors.

πŸ”‘ Key Responsibilities

Strategic Financial Leadership

  • Develop and implement comprehensive budget management and financial sustainability strategies.
  • Lead multi-year forecasting, revenue generation, and expense optimization.
  • Produce accurate and timely financial reports for university leadership.
  • Manage General Ledger Accounts for Student Health Insurance and related plans.

Operational Management

  • Oversee all administrative functions including front-office operations, billing, and scheduling.
  • Direct purchasing and inventory control for medical and counseling services.
  • Supervise and mentor business operations staff to promote performance excellence.

Quality, Risk, and Compliance

  • Maintain compliance with accreditation and regulatory requirements (HIPAA, Medicaid).
  • Administer the Student Health Insurance Plan (SHIP), including vendor management and benefit design.
  • Implement internal policies and training programs that enhance operational efficiency and accountability.

Organizational Leadership

  • Collaborate across university divisions to strengthen HCC’s alignment with institutional priorities.
  • Lead cross-functional committees to improve service quality and resource utilization.
  • Serve as a liaison between HCC, Student Affairs, and University Finance departments.

Human Resources & Facility Oversight

  • Manage HR functions, including hiring, payroll, and personnel development.
  • Oversee facility improvements, repairs, and space optimization to support service delivery.

🧠 Qualifications

Required

  • Bachelor’s degree in Business, Finance, Healthcare Administration, or related field.
  • Minimum 7 years of experience in financial management, budgeting, and operations leadership.
  • Proven track record managing multi-million-dollar budgets in a healthcare or higher education setting.
  • Strong analytical, communication, and decision-making skills.

Preferred

  • MBA or equivalent advanced degree.
  • Experience in academic healthcare administration or student wellness environments.
  • Proficiency in ERP systems, budgeting software, and data-driven forecasting tools.
  • Knowledge of healthcare revenue cycle management and contract negotiation.
