πΌ About the Department: OBGYN Horizons Program
The Department of Obstetrics and Gynecology (OBGYN) is devoted to improving the health and well-being of women and families throughout North Carolina and beyond.
Its Horizons Program focuses on supporting women affected by substance use disorders (SUD), trauma, and incarceration β offering comprehensive, gender-responsive care and helping clients rebuild healthy lives.
Through patient care, education, and research, the program works to reduce health disparities and create meaningful, long-term recovery pathways.
βοΈ Position Overview: Program Manager
The Program Manager will play a key leadership role in managing and expanding clinical and administrative services for pregnant, parenting, and single women involved with the legal or child welfare systems and affected by substance use disorders.
This role involves program management, supervision, clinical coordination, and data evaluation to ensure the highest quality of care and compliance with state and university standards.
Key Responsibilities:
- Lead gender-responsive outpatient and reentry programs for women with substance use disorders
- Supervise project staff and oversee transitional housing and intake coordination
- Conduct clinical assessments based on DSM-5 criteria for SUD and mental health
- Manage program data, reporting, and compliance documentation
- Facilitate outreach and partnerships with jails, prisons, and community agencies
- Support quality assurance, training, and evaluation for evidence-based service delivery
The Program Manager will report directly to the Director of Community Engagement and Integrated Treatment Services and will work closely with multidisciplinary teams to advance treatment outcomes across North Carolina.
π Minimum Qualifications
- Bachelorβs degree in Human Services or a related discipline
- Two clinical licenses required (e.g., LCSW, LCAS, LCMHC, LMFT, or provisional license)
- Experience in behavioral health or substance use disorder treatment
- Strong understanding of trauma, addiction, and justice system involvement
- Excellent communication and organizational skills
- Proficiency in Microsoft Office Suite
- Valid driverβs license required
π Preferred Qualifications
- Masterβs degree in Social Work, Counseling, or Human Services
- Direct experience supporting women impacted by trauma, incarceration, and addiction
- Knowledge of the DSM-5 and ability to assess and diagnose addictive disorders
- Experience leading behavioral health teams or clinical staff
- Familiarity with addiction medicine and trauma-informed care models
- Skilled in data collection, reporting, and quality assurance

The salary range for this position is $62,990 β $74,000 annually, based on experience and qualifications.
